At first I, on behalf of our Officers' Association of the W.B. Audit & Accounts Services, would like to convey my heartiest congratulations to all members and wish you all Happy Sharodotsab and prosperous New Year ahead. I have the pleasure and privilege to present the 38th Annual Report of our association to this house for kind consideration and appreciation. Now we are going through a critical time when some of our colleagues are standing in the way of the progress of our service. We are trying to go ahead hand in hand but they are showing their noncooperation in each and every step. They are trying to defame our 54 year's specialized service. We condemn this type of activities. Friends, you all are very much aware of that a good number of litigations have been invited by a particular group of officers of our cadre. Now they want to take these cases to the Hon'ble Supreme Court. These court cases will adversely affect our service. This is derogatory to the dignity of the service. We have to fight against it. In order to fight against these court cases we need money for which a legal fund has been created and some members have already donated a token money. We request all members to donate in this fund. Friends, last year we had submitted a letter to the Hon'ble Finance Minister (MOS) Smt. Chandrima Bhattacharya on 30/10/2024 congratulating her for taking over the charge of Finance Department and again on 18/11/2024 seeking a time for discussion on present perspectives of our service and other related matters. This year we have submitted a letter to the Finance Department vide memo No. OAAAS/02/2025 dated 30/05/2025 for publication of Gradation List of our service cadre which is now our prime demand. Friends, you all know that we have been demanding an increase in the posts of Joint Secretary and Special Secretary for many years and after constant persuasion, implementation of promotional benefits of our officers to Additional Secretary/ Special Secretary level had been started from last year. As a result eight officers were promoted to Special Secretary on 28/11/2024. Nine officers were promoted to Additional Secretary on 17/12/2024. Next, three officers were promoted to the Special Secretary on 15/01/2025 and 07/03/2025. Thereafter, five officers again were promoted to Additional Secretary on 28/03/2025. I believe this rapid vertical movement will show us the right direction ahead though the number of posts in the higher level are not quite sufficient in respect of total cadre strength. All kinds of efforts are being taken to increase these posts. Last year our member Sri Suhas ch. Bhattacharya, WBA&AS and Sri Suranjan Dawn, WBA&AS were promoted to the post of Additional Secretary level and our president Sri Gopal Roy, WBA&AS and Vice-President Sri Dilip Kumar Haldar, now retired, were promoted to the post of Special Secretary. This year our member Sri Suhas ch. Bhattacharya has again been promoted to the post of Special Secretary

We very much proud for their upliftment. This year we have again placed our various demands before are ve the Hong)le Chief Minister with a copy to the Addl. Chief Secy. and Hon'ble MOS, Finance Department. Friends, you all are aware that there is a promotional avenue to get selection in IAS from our cadre. Last year names of some eligible officers from our cadre had been sent to the PAR department and this is a good news that one officer of 1994 batch of our service has been selected for promotion to IAS cadre as Non-State Civil Service officer in West Bengal. We congratulate him for his success and we are thankful to the Govt. for bringing our cadre service in the all India level again. Friends, this year 30 candidates of 2021 batch (Direct) have been recommended by the PSC, WB for joining in our cadre and out of them 12 candidates had joined in our service on 03/04/2025 and the rest had joined later phase wise. We welcome all officers for joining in our cadre service. We welcome Sri Pratik Sen and Rohit Saha of them specially for joining our association. Now all these officers are attached to different treasuries as Additional Treasury officer. We celebrated Vijaya Sammilani at our association office on 18/10/2024 successfully. This was called with a very short notice due to some unavoidable circumstances. However, this year we can organize the same with advance notice to all members well before if everyone agrees. We have published our 'SERVICE DIRECTORY 2025' and calendar this year which are now available at our association. We are thankful to those officers whose sincere efforts have made this possible. We conducted annual Sports and picnic this year at BANABITAN , Salt Lake, Kolkata on 23" January 2025. Officers along with their families attended and enjoyed a lot in this program. Different events in the sports were conducted there and members and their family participant secured different positions details of which have been published in our association website. Everybody enjoyed a lot and we hope more participation in future and this will make the event more joyful and success. At last, I, as a General Secretary of our association, would like to request all the members of our association to stay with us. We believe that our collective efforts will help us to destroy all evil forces that come forward. I also request the new young members of our association to remain by the side of the association in its quest for betterment of the service. This is now very much important for us to uplift our cadre service. Wishing you all the very best wishes in the coming festivals and better future tomorrow. With sincere regards to all.
